Perhaps it would go even as far as if you are late to a deposit you missed it and you have to either gain trust to get resource in a civil way or choose to kill to survive. Oil is the scarce resource since the Frost unlike Coal it can only be drilled on specific deposits and there are ONLY so few known/discovered that everyone is fighting for them as such conflicts with collonies (I find this to be highly plausible considering the blood and stuff) so would expect raids of sorts I think and you would need to protect your deposit.
